A joint Concentrated Inspection Campaign focusing on Safety of Navigation was jointly conducted by the Paris and Tokyo MoU, Black sea, Indian and Vina del Mar MoU for a period of three months, commencing from 1 September 2017 and ending 30 November 2017. The aim of this CIC was to verify that there is compliance with the applicable requirement of SOLAS Conventions, the overall status of the vessel’s navigation safety, and the competency of the crew in navigation operations.

Questionnaire

The questionnaire that issued and adopted for the CIC was a twelve items questionnaire checking items related to Safety of Navigation implementation. For information on the items that the PSC inspectors were specifically looking into, please refer to Annex 1 including the questionnaire used to report the results of the inspection.

Results

According to Tokyo MoU, a total of 6,720 vessels were inspected out of which 36 ships were detained during the campaign. In the Black Sea region, a total of 983 inspections were carried out within the CIC; 59 ships were detained and namely 21 detentions were related with the CIC scope. Moreover, in Paris MoU region, a total of 4,027 inspections related to CIC were conducted to applicable vessels during CIC period which resulted to 47 detentions. Additionally, in Indian MoU, a total of 1,076 inspections of individual ships were undertaken covering 57 flags and a total of 6 ships were detained for CIC related deficiencies.

The most significant deficiencies found during the campaign were related to questionnaire 8,5,2 and 4 9 (Annex I) which are as follows:

  • Passage plan not covering the whole voyage
  • Ship’s VDR/SVDR not recording data fully
  • ECDIS do not have the appropriate up-to-date electronic charts for the intended voyage and there was not suitable back-up arrangement
  • Watchkeeping officers were not able to demonstrate familiarization with ECDIS

Furthermore, as familiarization with equipment was one of the targets of the Campaign, results revealed that OOWs were partly familiar with procedures and equipment required for Safety of Navigation.

This is an additional advantage for Concentrated Campaigns, considering that their main focus is to prepare, train and familiarize crews on such items.

The results of the campaign will be further analyzed, including additional information gathered, and findings will be presented at the 21st meeting of the Port State Control Committee in August 2018, after which the report will be submitted to the Sub-Committee on Implementation of IMO Instrument (III).

Actions required

Ship managers should continue to address all items as appropriate. A safety equipment checks (regarding safety of navigation items) should be performed and procedures included in SMS (or other relevant publications) to be reviewed for conformance.

Officers assigned to OOW duties should be trained and familiar as appropriate and relevant STCW certificates and or supportive documents to be updated and available on board for PSCO inspection. A self-inspection / assessment on board is recommended and training should be provided to all crew members prior entering the port of inspection during the CIC period.
